Previously bound, fold in corner and some chipping, not affecting text. From title page, "Read at the Annual Meeting of the Franklin Institute, January 15th, 1902, and Reprinted from the "Journal of the Franklin Institute" for March, 1902. Inscribed by author, "To C. VanH. Engert Esp. in remembrance of a very pleasant visit. Thomas Willing Balch February the second 1912. Philadelphia." 45 pages with 8 maps, complete. Thomas Willing Balch (1866-1927) was the son of famed historian Thomas Balch. The younger Thomas wrote several works on the Alaska border and Canadian-American relations. In this work he outlines the history of Alaska-Canada border disputes between the United States and the United Kingdom. At the end he expresses the opinion that " by no possibility has Canada any right to territory touching tide water above fifty-four degrees forty minutes. The United States should never consent to refer such a proposition to arbitration." Cornelius Van Hemert Engert (1887-1985) was an American Foreign Services officer and an expert on Middle Eastern affairs.

Full black moroccan leather, stamped in gilt and with raised bands. A very handsome book. Inscribed by Beauchesne: "To James Lougheed, Liberal-Conservative leader of the Senate, with the compliments of the author, Arthur Beauchesne. House of Commons. January 8, 1923" Logheed held many important positions in the Canadian government, being "Leader of the Government in the Senate" 1911-21, and "Leader of the Opposition in the Senate" 1906-11 and 1922-25. Lougheed's name is stamped in gilt on the front cover. It is also signed (and was probably owned by) W.B. Willoughby. Willoughby was "Leader of the Opposition in the Senate" 1920-29 and "Leader of the Government in the Senate" 193--32. Signed also by two other owners, neither of whom were apparently politicians. No textural marks or notes. Front joint lightly cracked. One secondary label scuffed on spine. 4 1/2 x 7 inches. 313 pages, complete.
